The Complete Step-by-Step Guide, from Name Reservation to Residence Visa

This guide is the whole road, in order, with the timelines, documents and costs we see every day, and the one trap that catches more newcomers than any other.
Before Step One: What ADGM Actually Requires From Your Office Space
Every company registered in the Abu Dhabi Global Market must have registered office space inside the ADGM free zone, evidenced by a lease registered with the ADGM Registration Authority. This is not a formality: the registered lease is the document your incorporation application is built on, and your licence renewals, bank account opening and employee visas all rest on it.
The minimum arrangement ADGM accepts for an operating company is a dedicated desk: a reserved desk of your own with its own registered lease. ADGM also offers co-working spaces for startups and SMEs, but operating companies still need an arrangement that meets registration rules. A flexi desk or hot desk is not accepted as a registered office. A virtual office is accepted only for exempt SPVs and passive holding structures, and firms regulated by the FSRA are generally expected to take a private office appropriate to their licence category, including premises suited to the relevant authority’s expectations.
The AED 1,000 Desk Trap
Some providers advertise ADGM desks at around AED 1,000 per month, undercutting the market, but do not register the lease with the ADGM Registration Authority through AccessRP. An unregistered desk cannot support your incorporation, your renewal, your bank account or your visas; the saving evaporates the day the Registration Authority rejects your application.
Before paying any provider, ours included, ask one question in writing: will my lease be registered on AccessRP? If the answer is anything but a clear yes, walk away. Every MY Coworking lease is registered on AccessRP, and the AED 142 registration you see on our invoices is ADGM's own government fee, passed through at cost.
Step 1
Reserve Your Company Name (1 to 2 days)
Create an account on the ADGM Online Registry Solution at registration.adgm.com and, before reserving a name, choose the business structure and legal structure for your legal entity as part of the adgm company registration and wider company registration process; then select the application called Reservation of a Name, choose your legal form (most companies are a Private Company Limited By Shares, so the name ends in LTD or LIMITED). ADGM also requires a unique company name that complies with local naming conventions. Enter your proposed name and business activities, pay the fee of approximately USD 200, and submit. Approval typically arrives within a day or two by email, and the reservation is valid for 30 days, which is comfortably enough time for everything that follows.
If your company already exists in ADGM and you are only changing providers, skip this step; your licence copy takes its place.
Step 2
Workspace, KYC and Your Lease (same day)
With the name reserved, or in parallel while you wait, secure your workspace. The wider incorporation file can also include the Memorandum and Articles of Association and, for some applications, a comprehensive business plan.
It reads like a long list; in practice one bank statement often covers two items, and most founders assemble everything in under an hour.
Why the KYC at all? Business centres in ADGM are required to verify who they are housing, including identity, beneficial ownership and sanctions screening. A provider who asks for nothing should worry you more than one who asks for a page of documents.
Step 3
File the Incorporation and Licence Application (about an hour of your time)
Back on registration.adgm.com, start your adgm company formation by selecting the right licence and legal entity for your intended business activities, then choose the incorporation application for your legal form and complete the forms covering shareholders, directors, business activities and share capital, and attach: the name reservation approval, the registered lease from your workspace provider, your passport, and any programme letters such as a Hub71 endorsement for tech firms. Business activities are broadly classified as financial or non-financial, which helps distinguish regulated business requirements from routes used by non financial companies and other non financial businesses, including professional services and consulting firms. Financial services require prior approval from the financial services regulatory authority and are handled under a Financial Services Licence. On the non-financial side, licences can cover consultancy and IT services, while RegLab Restricted Licences let fintech startups test products. Submit and pay the government fees, which vary by licence type and are paid directly to the ADGM Registration Authority.
Most founders complete the screens in about an hour, and a good workspace provider will sit with you through any page that looks ambiguous.
Step 4 Licence Issued, the Regulatory Framework, and the Registration That Protects It
For a clean, straightforward non-regulated application, the licence typically issues in days rather than weeks, while an FSRA-reviewed adgm company setup usually takes 4 to 12 weeks. Once approved, the Commercial License is issued by the Registrar. At this point your workspace provider completes the AccessRP lease registration against the new licence, locking your registered address into your licence record with the Registration Authority. This is the registration the AED 1,000 desks skip. Done properly, you never think about it again; skipped, it surfaces at renewal or at the bank, at the worst possible time.
Step 5
Establishment Card and E-Channels (about a week)
With the licence issued, the company applies for its Establishment Card through the ACCESSADGM government services portal, which takes about 5 working days and is the company's registration with immigration; nothing visa-related can happen without it. The e-channels registration follows in about a day. Your workspace provider should prepare and submit both with you; we do it at no charge, and they also form part of your ongoing compliance. Timely filings matter because ADGM imposes penalties for non-compliance with its regulations.
Step 6
Visas and Emirates ID (2 to 4 weeks, sometimes faster)
A dedicated desk carries 2 employment visa allocations as standard, and the quota follows your licence rather than your provider: where ADGM grants tech startup licences an enhanced 3 visas per desk, you keep all 3 whoever hosts you. Office visa quotas are assessed by ADGM on office size. Company owners are not required to take visas under the new company; shareholders can remain on their existing visas while the company sponsors employees.
The sequence per person: entry permit approval; status change if the person is already inside the UAE (any overstay fines are calculated and settled at this step, and in the usual case no exit from the country is required); medical test; Emirates ID biometrics; and residency stamping, with the standard visa valid for two years. End to end this typically runs 2 to 4 weeks after the establishment card at normal processing speeds, and individual cases complete in around 10 days when every appointment aligns.
Government fees are set by ADGM and immigration, indicatively AED 4,000 to 6,000 all-in for a standard role, and are paid directly, not to your workspace provider. We assist with every submission at no charge; we are not a PRO firm and there is no per-visa fee from us.
What It All Costs, Honestly
From our side, one number: AED 16,522 for the first year, all-in, which puts ADGM company setup costs in the range starting from roughly AED 15,000 per year depending on licence and office choice. That is the dedicated desk at AED 1,200 per month (AED 14,400), the one-time KYC fee of AED 1,200, the AccessRP government registration of AED 142, and VAT of AED 780. On the annual plan the security deposit and all setup, admin and signage fees are waived, so there is nothing behind the headline.
Paid directly to government, and never to us: the name reservation (approx. USD 200), your commercial licence fee (varies by licence type), the establishment card (approx. AED 300 to 600), and the per-visa costs above. In practice, founders often compare these ADGM registration fees alongside access to over 40 double taxation treaties when assessing total value. If relevant to your structure, also check ongoing obligations such as corporate tax, any renewal fee attached to your licence category, plus post-incorporation steps like opening a corporate bank account and managing annual compliance requirements. Any quote you receive, from anyone, should decompose this cleanly; if it cannot, something is hiding.
The Whole Road on One Line
Reserve the name (1 to 2 days) → payment and KYC to your provider, and a good company service provider can manage the entire process from setup through post-licensing steps, lease issued same day → file the application (an hour) → licence issues (days) → AccessRP registration (same day, provider side) → establishment card (5 working days) → e-channels (1 day) → visas (2 to 4 weeks); after setup, an ADGM company also takes on ongoing compliance support needs and other reporting obligations, and some regulated firms must also monitor capital adequacy requirements set by the relevant authority.
A founder who starts on a Monday with documents ready is routinely licensed within the fortnight and holding an Emirates ID within the month. ADGM can also be used to establish a separate legal entity where the chosen structure requires it.
