The Cheapest Way to Get an ADGM Address (Without Renting a Whole Office)
When founders tell us they need "the cheapest ADGM address," they are usually picturing a worst case in their heads: a glass-walled office they will half-fill, a fat security deposit, a twelve-month lease they cannot exit. Then they brace for the price. The relief on their faces when we explain how little compliance actually requires is one of the better parts of this job. The cheapest compliant route is real, it is straightforward, and it costs a fraction of what people fear. Here it is.
First, separate what you need from what is normal
The single most expensive mistake is buying the default instead of the requirement. The "normal" thing — a private office — is what most people assume they must have. The requirement is usually far smaller. For an operating, non-regulated company, ADGM's premises rule is satisfied by a single allocated desk inside a licensed centre. Everything above that is a choice, not an obligation.
So before you price anything, answer one question honestly: are you a regulated financial firm, or not? If you are, the rules genuinely require a dedicated private office and the cheap route does not apply to you — trying to economise there is a false saving. If you are not regulated, you can almost certainly meet the requirement with a desk. Our guide to whether you need a physical office in ADGM draws that line cleanly.
The dedicated desk is the floor
For an operating company, the cheapest compliant option is a dedicated desk. Not a virtual address with no workspace, not a hot-desk you cannot call your own — a dedicated desk inside a licensed ADGM business centre. It does the legal job (a compliant registered office on the public register) and gives you a real place to work, mail handling, and meeting-room access. There is no compliant tier beneath it for a company that actually operates, which is precisely why it is the smart floor to aim for.
Base it on Al Reem and watch the price fall
Here is where the real saving lives. The ADGM licence, law, FSRA oversight and courts are identical on Al Reem and Al Maryah Islands — Al Reem has been part of ADGM since 24 April 2023. But the price of the desk is not identical, because Al Reem's 2023 expansion added around 500,000 sqm of office supply to the same jurisdiction. More supply, lower rates.
- Al Reem dedicated desk: AED 1,200 per month.
- Al Maryah dedicated desk: roughly AED 3,500 per month.
- Day pass, if you barely need to be in: AED 100 per day on Al Reem.
For a side-by-side on the two islands, see Al Reem vs Al Maryah office cost. The headline is simple: same compliance, materially lower rent.
A worked cost comparison
Let us make the saving concrete over a full year for a two-person non-regulated firm that needs one compliant desk.
- Al Reem desk: AED 1,200 × 12 = AED 14,400 a year.
- Al Maryah desk: ~AED 3,500 × 12 = ~AED 42,000 a year.
- Difference: roughly AED 27,600 a year for the same ADGM address and the same licence.
Now contrast that with the office the founder feared. A small private office on Al Maryah from around AED 5,000 a month is AED 60,000 a year. Against the Al Reem desk, that is more than four times the cost for an address requirement that the desk already satisfies. The cheapest route is not a worse version of compliance — it is the same compliance, bought sensibly.
What not to do
Three traps quietly cost firms money:
- Do not try to skip the requirement. An operating company cannot just declare an address with no premises behind it. The minimum is a dedicated desk, and pretending otherwise creates problems on the register.
- Do not, as a regulated firm, try to squeeze into a shared desk. The FSRA expects a dedicated private office for licensed activity, to house staff and store client records. A shared desk is not a saving here; it is a compliance gap.
- Do not judge a quote by the headline rent. Ask for the all-in monthly figure. Security deposits (sometimes several months), setup and admin fees, meeting-room overage and service add-ons can turn a cheap-looking desk into an expensive one. The genuinely cheapest option is the one with the lowest true total, not the lowest sticker.
If your headcount is uncertain, a desk that can scale into an office beats committing to a room you might outgrow or under-use — see the dedicated desk vs private office comparison before you decide.
Frequently asked questions
Is a desk really the cheapest compliant ADGM address?
For an operating, non-regulated company, yes. A dedicated desk in a licensed centre satisfies the registered-office requirement and is the lowest compliant tier — there is nothing legitimate beneath it for a company that actually operates. Basing it on Al Reem makes it cheaper still.
Can I get an even cheaper address with no desk at all?
Only if you are a true SPV or holding entity with no staff and no operations, in which case a corporate service provider address may suffice. An operating company cannot drop below a dedicated desk.
Why is Al Reem cheaper than Al Maryah for the same thing?
Because the 2023 ADGM expansion added around 500,000 sqm of office supply on Al Reem to the same jurisdiction. The licence, law and regulator are identical on both islands; only the supply — and therefore the rent — differs.
What hidden costs should I check before signing?
Security deposits, setup or admin fees, meeting-room overage and service add-ons. Always ask for the all-in monthly figure so you are comparing true totals, not sticker prices.
